Can a viable hybrid build be accomplished with Pelinal's Aptitude?

Then yeah, absolutely.

Really, the only thing you absolutely can't do with a hybrid is endgame PvE DPS. Everything else is doable in PvE, and in soe cases even quite strong in PvP.

I would think about sets other than Pelinals, too, though. Something like Mechanical Acuity+Clever Alchemist gives you really high burst damage windows from both resource pools when they line up, and you don't really lose a lot. Add in some tricks using jewelry traits next patch, Hakeijo glyphs, trifood or blue stamina+magicka food and you can have a lot of fun.

PvP: Yes.
PvE: Not, really. You can for sure clear most content, but then again, so can you with Bucket and Broom.
