How does Delete Cooldown work?

Last week I purchased the Any Race, Any Alliance upgrade. I decided to delete all of my alts and recreate only EP characters. So I delete 3 immediately. Only 4 more to go as main will be spared. A week and a half later I'm still waiting so I can delete the last two. What the heck? It never used to take this long. I've had moments like this in the past and usually at least one delete slot returns each day. But now I'm going multiple nights before even 1 delete slot opens. When did this change? What's the formula? Anyone know?

It resets to twenty four hours every time you delete a character, and you get one back per day.

Well that's how it USED to work. I don't think it works like that now. Something seems to have changed.

I was struggling to create a character two weeks ago, and that is how it worked for me. Unless something has changed in the past two weeks.
