Is a weapon/armor skill only build viable?

Lets say you just want to play a melee character without any “magic” spells. Can that work?

    Literally any combination of skills is viable in 90% of the content in ESO. The only times you really need the "top tier" builds is in vet trials and dlc dungeons

    if you include vigor (pvp skill) then yes

    stam DK's have been doing it for ever, they only use like 1 class skill.

    I have 2 characters like that. Neither have any magicka or class skills slotted. I use them for questing. They're just fun knock-about action builds. I have other characters to do the more challenging content.
