Which combo regen ult faster? Tava give more ult/sec than werewolf hide but Bloodspawn can proc more when pair with werewolf hide. Have any one test it yet?

Bloodspawn: 14 ult/6s (2.33... ult per second)) - requires taking constant damage (as in several DoTs)
Tava: 9 ult/3s (3 ult per second) - requires Shuffle or Dodge roll every 3s at most (Shuffle / roll)
WW Hide: 5 ult/5s (1 ult per second) - requires getting hit every 5s. And that's all.

How reliable a given set is depends on the situation. Bloodspawn is kinda "meh" unless you have multiple weak enemies or several DoTs ticking on you, Tava is extremely strong if you get it to proc, but it can cost a lot of stam to get it running at full speed (if you have to dodge roll frequently). WW Hide is literally only lackluster when no one is damaging you.

1)You can use all 3 sets together(and eve get to wear heavy if you are a nightblade), even with with the evasion you are still getting hit 85% of the time - both Bloodspawn & hide got ICD, so I don't think the evasion will reduce the up time on those sets by a lot in big fights.

Regarding your question, I'm almost sure that Tava alone with the Decisive trait will produce around the same amount or even more ulti regen compared to both Hide and bloodspawn with the Decisive trait.

Reason is ofc that Tava got only 3 inc in which you are getting chuncks of ulti(I think 3 per second). So it's got the potential of 100% uptime with a chance to proc the Decisive trait every sec.

Shalk's is 1ult/1.5s while in combat, does not require you to take damage, nor does it require you to dodge roll. But since it's Minor Heroism, you can't stack carve/heroic slash with it.

A lot is going to depend on playstyle. If you're trying for the Tava's proc, you need to either run 5 medium to cast shuffle, be a nightblade to cast mirage, or actively dodge roll. If you're actively dodge rolling, you'd better be wearing a lot of medium or lots of well-fitted for the cost reduction. If you're trying for the werewolf and bloodspawn procs, you have to be taking damage constantly, and doing that in anything but heavy is going to be risky.

My current negate sorc is Shalk's, Dragonguard, and Bloodspawn. I can get one back in less than 30 seconds during a good fight.

It's very easy to get Minor Heroism, I wouldn't waste a 5 piece on that. You can also get dodge from Hist Bark which perfect combo with tava if you are tanking/blocking a lot. Warden tanks can also combo it with minor evasion.
