Here is example - I am using maelstrom restoration staff on my secondary bar and I cast regeneration and then I switch back to my main destruction staff bar and stay on that destro bar for the all regeneration duration. Regeneration ability will restore magicka (unique ability of maelstrom restoration staff)?

Yeah, you can confirm this by looking at the blue spark that ocurs around your body. Mutagen is augmented with the set bonus effect at the time of its cast.0
