Random encounters?

While chest farming in vvardenfell i noticed once in a while there's a guy calling for his pet netch named rosy sometimes he finds it sometimes he doesn't, also the only thing you can say to him is persuade him that rosy can't hear him. Anything about this?

After talking to him and telling him to try looking somewhere else, I later ran into him in a different part of the map and Rosy showed up. I don't know how many possible "installments" there are with him, but at least for me the story ended happily.
