Unless this is something changed real recently, Caldwell's Silver is forced upon you at the end of the main quest and, if you don't have any other quest active, then the marker and prompt for it will be on your screen.

You can't abandon it because it's part of the "Main Story" category.

I'd wager that a fair few quality of life improvements were made to the game exactly because people were annoying about something. Now maybe not enough other people care about this for it to get onto the devs' radar, but if you don't ask you definitely don't get.

This must have been changed recently then as all my existing characters had it pushed on them even if they immediately ported away from Caldwell without ever speaking to him.

It's there though because the devs want you to play through the game 3 times before getting "max" level at the time (VR14). This was to slow people down so the content wasn't chewed up as quick. Now with 1T it isn't really needed.

This could be another such improvement and personally I am all for it because doing Cadwell's Silver and Gold on two characters was more than enough and I never intend to do it again, yet it remains in my journal.
