Light and Shadow Candle

I've tried getting the candle to drop from the Shadowy Supplier but no luck yet (have gotten the blood and the heart though). My question about the candle is: Is it bound or not? I haven't seen any on the traders.

ChaosBlue✭✭✭The light and shadow candle is bind on pick up, it also drops from the "something to make me less noticeable" option. I had gotten 3 before I got the candles of silence (which i was aiming for) so sometimes its just a matter of being persistent and praying to RNGeeus

I rolled 7 other characters and got their Dark Brotherhood Faction Rank to 4, just so that I would have 8 attempts each day....sometimes its just a matter of being persistent and praying to RNGeeus

Even with that, Ive only managed about 25'ish of the candles.
