Looked around for a bit but could not find info, what would be the cheapest option for a house that can hold ALL the storage chests (ESO+)

Well, I can put all of them in Mournoth Manor in Bangkori, so the best house in the game can hold them. However, any Medium House should hold them with ESO Plus. Just have to put your special collectibles somewhere else.
