DO Champion Points apply to my characters below lvl50?

I have a couple of CP700 characters and have started 3 new characters. They show as having CP to spend up to the level of the main characters. Do these points actually increase the low level characters in the various trees that they are applied to in the same way that the CP700 characters do? Or do the points do nothing until those characters reach Champion lvl 50?
