Those items are put there on purpose so you have to pay attention when you are delivering the writs.
And if the NPC doesn't move, we won't be able to pickpocket and murder him, so that's also a no.
If you accidentally steal something, apologize to the guard and pay your fine. Problem solved.
(Though if you are on PC, there may be an addon for that)

There's nothing to fix... If you haven't been in the game long enough to understand that the reason ZOS does this is that attention to details makes for good crafting... then perhaps not enough attention is being paid to the Crafting environment... (ZOS can only affect the ENVIRONMENT in which the player plays...)

Sorry but you are wrong about those items being worthless, just because you do not know how to make use of them doesn't mean they should be removed.
Turn off auto loot stolen objects?
There's an add-on called "NoAccidentalStealing" - not sure if that would help but the descriptions mentions something about "too close to merchants" (or something like that) so it sounds like it might be helpful?
I know that an add-on isn't what you've asked for but it might prevent this from happening again?
I'm also doing what @Violynne described - trying to do whatever I wanna do at a less crowded space, e.g. back of the bank, behind the banker (and so on). I personally wouldn't mind too much if I'd steal an item or not - on my main, she's quite the proud Master Thief - but I also understand why some people might be annoyed / upset about it.
