a) Vampirism doesn't require any DLC.
b) If you don't have it, what is your question?
c) Curing Vampirism is done in the mages guild hall of your own faction 5th zone (DC = Bangkorai, EP = Rift, AD = Reaper's Marsh)

Vampirism is part of base game and you don't need DLC to get use out of it.
But if you really want to get rid of it, talk to a priest in The Rift mages guild, for example.
