hypothetical question about casting magicka abilities on non staff weapon

If i were to hypothetically have a toon with all attributes in magicka using a combo of say destruction staff and sword and shield, and put non-damage utility/CC or heal abilities, will they be as effective than if i cast them with a staff equipped? i know magicka abilities scale off of spell damage and max magicka, but not sure if staves have an associated weapon damage number or only a spell damage number that abilities scale off of

If the skills you use cause damage or healing, then they will be weaker on 1hand and shield... c.c, buffs etc will be fine.
What class and skills were you hoping to use, if you need a more specific answer?
Also, stave only give spell damage, not weapon.

It's actually fairly common for magicka builds to use a shield in PvP. There are also a lot of magicka builds that use dual wield on one bar because it can actually increase spell penetration and spell damage.

I prefer to use staves for magicka builds for resource management.
