CPU slows down after ESO launch

So my CPU base speed is 2.6GHz, overclocked to 3.5GHz, its a gaming laptop so it didnt cost little money. However with all the talk about CPU, multicore support etc I decided to dig more into why my game runs so badly and first thing I noticed was that when I am gaming my CPU speed doesnt go over 2GHz, usually staying at 1.8GHz. Now I am not a PC expert or anything but this doesnt seem right and I tried with other game (Fortnite in this case) and I didnt have the same issue as with ESO. Anyone has some experiance in this and has some tips or knows why my CPU runs so much slower than it normaly does when I am not playing ESO? This happens for the whole time of playing no matter if I just turned my laptop on or if I am on for couple hours.

Even as an owner of one radiant apex mounts I am against radiant apex mounts and anything thats not obtainable by direct purchase.

    its a laptop. it will dynamically slow the cpu if its not being needed to save power.

    Its doing this only with ESO, I know I repeat myself but thats a fact. Without eso on it runs at 3.5GHz. So that its slowing down when it dont need power makes no sense whatsoever, its using only 10% of the cpu when its running also yet its running like *** around 20-30 fps when only running around, 10-15 in trial, it could for sure use more power and its set to use more power than usually, preference set to high, yet once eso launches it drops like this. Its not supposed to try to save power when I tell it to use 100% power. Its also plugged in when I game so thats for sure not that either. Its just not normal it runs 3-3.5GHz with other games and barely 2GHz with ESO. So something actually helpfull is welcome.

    Most games don't require much cpu power. They require gpu power. ESO is running slow on your laptop because the gpu is underpowered. This is a common problem in laptops and even expensive laptops frequently skimp on gpu.
