Upgrading to Summerset

Not sure if anyone else is getting this issue. When I try to upgrade to the Summerset standard digital or digital collectors edition I get a "your account does not qualify". My account has a Morrowind digital collectors edition on it so I cant see why i would be able to upgrade. Weirdly I can upgarde to the Online collection. It is almost as if my Morrowing collectors edition is not recognised as on my account even though it is clearly shown as my current version when i log into the ESO account page.
If anyone has any ideas I would appreciate them.

If you are attempting to purchase The Elder Scrolls Online: Summerset Digital Edition and already own the base game, you will receive this error and will need to purchase the Upgrade instead.

Another reason you may receive the error stating "You do not qualify for this product" is when attempting to purchase the The Elder Scrolls Online: Summerset Digital Upgrade without owning the base game first. You will need to either purchase ESO's base game first or the Summerset Digital Edition (the Digital Edition includes both the base game and Summerset).
