Chat Games Add-ons?

Background: Every Friday, a guild I'm in does a game where an officer posts a few items to our Guild chat and everyone online picks a number between 1 and 100. The closest person to the correct number (the guild officer generates the number via Google) gets the item(s) sent to him/her by mail, or if someone picks the exact number they get the items + 10,000 gold. Sometimes it's hard for the officer to go through the list of numbers that we the members spam at them (only one number per member per round, hopefully, but sometimes people have fat fingers) and I thought that surely an add-on would help.

So.

Is there an add-on that the officer can turn on for this? Enter a number at the beginning of a round (or even have the add-on generate the number), watch the chat of the selected channel (in this case, our Guild channel), and either stop the round automatically if someone picks the exact number or give a warning that the round is about to close and then close it and post the winner with the closest guess?

Additionally, this got me thinking about an add-on that I enjoyed when I played LOTRO. It was a trivia game using a selected chat channel where people guessed the answers to LOTR-inspired trivia questions that were held in the add-on. The person with the add-on could choose the questions from a very large list the add-on had, or just let it ask questions randomly. It counted how many questions each player got correct, too, so that there could be one winner after a set number of questions. Does ESO have anything similar?

I've tried searching Minion and esoui.com but I've had no luck. Are these add-ons even possible?

Thank you for any assistance you can provide.
