There are many enemy types, that are immune to concussion, mainly Daedra. Twilights (immune to ALL elemental status effects) spider Daedra are immune to fire and concussion, Lichs are immune to frost and concussion, storm atronachs are immune to concussion.
My expertise ends with Daedra, so not sure if other types of enemies are immune as well but I assume so.
No matter how hard you try, you won't be able to concuss these enemy types, thus will not be able to apply minor vulnerability with the asylum staff. So in this case, infallible aether is the only way to do that.

Some bosses can´t be affected by concussion/offbalanced. First and 2nd boss in vAA are examples of that. In those fights having IA can be useful

Hmm interesting, but makes IA very niche, it used to be a must have for healers, don't know what's best now along with spell power cure
