What is this buff/debuff bar?

Posted this in addons but it is dead in there, hoping to get a response here.

Im interested in the personal buff/debuff bar, I don't think it's FTC? I can't be sure, I like the black border, good on the eye.

Actually I meant to say "I don't think it is LUI" but I meant FTC and still got that part wrong...

It isn't LUI as you can't set the border to be black, as far as I can find in the settings options.

Winner. I use s'rendarr too but had it set up more for tracking ground effects, thanks for pointing me in the right direction. It's the only one that exhibits that gray-out effect on buff/debuff icons that are ending.
