I once popped the Cake thing near the turn ins when I noticed I was not getting the buff. Did not think about where I was, I said a Sorry in chat. Fortunately it was not all that close so easy to get around.
Since I don't play a Warden character, I cannot speak from experience with the Bear. However, there is no way to dismiss either the Scamp or the Winged Twilight without installing the Pet Dismiss addon and binding at least one key to dismiss either or both of them.I'm using the Pet Dismiss add-on. I've accidentally have had my summoned pets including bear get in the way at places. Now I can easily deactivate the pet using a key on my keyboard.
Hmmm..... I forgot that possibility. I've used that method only a few times for other reasons, although the View Character UI does include whether a familiar is active. ZOS didn't mention that as the way to dismiss familiars in the Patch Notes when they changed the use of the summoning key in the respective designs.You can go to your character screen and scroll down to your active buffs etc .... your scamp and twilight are listed there and can be deactivated

However a lot of us have wanted a Pet to despawn in towns since early beta. It used to be easy if you were a considerate player to despawn your Combat Pets. Now it is a bit of a faff to do this.
Here is what I do, I go to the other side of the containers and activate them from there. In most places it is just as easy as trying to do this right in front of them. And the pets don't get in the way.
Not sure this is a bug, as much as it's poor thought into coding etc. However... it's rather frustrating when your own pet/bear/scamp gets in the way of handing in quests or writs - but it's even worse when other players seem to intentionally "troll" the hand in areas with mementos and pets/bears/scamps etc... it basically means you either have to wait for them to move (though I've witnessed many times when players know that they are intentionally blocking hand ins for lolz) or go to a different zone to hand in. This is pretty laborious to say the least .. anyways. Something for ZoS to consider in future patches
