When I did this as a Pact character I head RP'd I was doing it for intel on the orcs and to create divisions in the Covenant if I could.
Basically make the orcs great again in order to make them think more about breaking away from DC. It's not a perfect system but it worked for me.
I also believe some of the stuff about the story focuses on why it's not directly tied to DC but I don't remember as it was long ago.
Yes, I understand what you mean by head rp lol. I was thinking of something along those lines as well, or spying for the domination. But I was just wondering if there was anything in the story which would also makes sense me being there. Without giving any spoilers away I suppose.

One quest has you helping a Khajiiti who has been adopted by the Orcs from a baby - maybe that would help?

I am quite a new player, my main character is a Altmer sorc. My question is basically this, lorewise, how much sense does it make me suddenly dropping everything I am doing and running off to Wrothgar to help the Orc folk rebuild their city? I mean after all my people are at war with the faction they are part off. I want to experience the dlc but not if it does not make any sense. I am strange like that. If you could come up for any reason lorewise why it would make sense I would be happy.
If not, I think I might have to roll a Covenant character.
Since you are an Altmer, you could role play that you are helping the Orcs because you view them more or less as uncivilized beasts and want them to stay in one area. That is if you are a more arrogant Altmer.
Alternatively, you could be helping them out of pity. They worship Malacath who used to be Trinimac and Trinimac used to be an Altmer warrior if I am not mistaken. I am not very informed about this specific lore so bare with me. Perhaps you see it as a moral obligation to help your corrupted kin and save them further misfortune.

Well, if it's really a problem. Than I suggest you finish the main story first and then Sir Cadwell's silver and gold. Then, you will have a lore reason to be there. I mean, if you are that bothered by lore, then why the hell are you in Wrathgar before completing the story. They factions as a whole are not at war with each other outside of Cyrodiil. Yes, there are group with in the faction that are at war.
It's like you are bothered by this bit of lore but you aren't bothered enough by not finishing the story. ???
You can ask the recruiter why they don't just ask for help from the covenant, and the response is basically, the Bretons and Redguards destroyed Orsinium in the first place, so they don't allow Breton or Redguard armies in Wrothgar, so they need to ask for help from individuals, and are willing to look past their alliance association so long as they themselves are.
Rp-wise, you could be doing it in the same non-affiliated not way you do Fighters and Mages guild stuff, or you could be doing it with the personal motivation of spying or creating a gap between the Orcs and the covenant, helping them out to gain their trust, to fulfill another purpose.
