I am almost certain when you access the station you can either use costume mode or you can use it like the old Dye station. There is also a convert utility in the station to covert gear to Morag or imperial. If you use the old Dye station there is no charge.
I believe the only real change was they took the ability to convert from the standard GUI so you have to be at the Dye station.
Someone please jump in if I am wrong..

Nope, you still need the Motif in order to craft the items in that style.
So, I was playing around with this a little more, and am more frustrated and annoyed with it than before. If I want to remove a piece of the costume, there is a charge... If I change from a Morag Tong piece to an Imperial piece, there is a charge to add color to the new piece, even if I want the same color scheme.
I don't care about converting and deconstructing to get the style material.
ZOS, get this right. At least for Imperial and Morag Tong conversions, give us free dye cost and a free costume slot for each style conversion and toon. For example, if I have both styles for converting, give two slots per toon or if just one, give one slot for each toon.
I just feel like I payed for something, and didn't get it.
