Clockwork City Treasure Map without the CWC DLC

Tonight one of the thieves troves I opened in the game contained a Clockwork City Treasure Map. So far so good, but the problem is, I don't have that DLC.
So what is the use of offering me a treasure map for a part of the world that I don't have and have no option to go to? I can probably store the map in my bank, or give it to friends, or sell it, but then first I have to launder it at my own cost, as it came out of a thieves trove, remember? And no, I am not first spending 21 euros to buy 3000 crowns so I can buy the CWC DLC. Cheaper to have my char start a fire with that map.
In other words, please offer only those treasure maps of the parts of the game the user already has.
