I was in the same position as you with too much time put into the game to want to make a platform transfer. I can't speak much to Cyrodiil but in traveling to the main trading cities I have to wait for the traders and other players to pop in. With regard to graphics I have no issues except occasionally Hew's Bane but that place was always problematic, otherwise things look great.
My internet speeds (50/10) aren't as good as yours however I'm using an external 7200rpm hard drive (same drive as on my OG Xbox One) so that may make some difference too.
Finally ZOS did a presentation at PAX East yesterday and said performance improvements are coming for all platforms with the Summerset update in May/June not sure if you want to wait that long though.

I have two mates who bought an Xbox One X during the holidays and they told me it wasn't worth it. They said (paraphrased) "If there was to be a change, well the change is/far too unnoticeable for me", "I can't really feel a difference, still crashing/10FPS during most crowded keep fights".
This discussion happened last year so my memory of what they said isn't entirely accurate but basically that was what I remembered i.e no point in buying it because there wasn't a major/significant difference for it to be noticeable.
My boy @ZOS_Brianwheeler (fav ZOS employee) mentioned some changes to PvP that will impact performance so maybe the changes will cascade with the not significant change when purchasing the Xbox One X to be something better.

woah the draw distance is bigger???? holy crap that is one of my biggest gripes with the game.
Do you know if there are any pics showing the difference somewhere?
