OHHHHHHH
I like the choice idea based on what you have purchased, make it like the start another life mod in other games:
-I was captured by crazy cultists (coldharbor)
-I was on a ship destined for morrowind (morrowind)
-I was invited to summerset (summerset)
etc.

Actually, starting in Coldharbour fully conforms with the tradition of escalating physical danger for TES protagonists.
In Morrowind, you've been released from prison.
In Oblivion, you've been thrown in prison.
In Skyrim, you've been sentenced to be killed.
In ESO, you've actually been killed.

I am pleased I played this game from Beta because now with One Tamriel ,it is a10 year olds game for the most part. PVP excluded. Continuity on game start has also gone to the proverbial Dogs. This is largely because whilst the original design team had a plan, the current one do not. Well no plan other than how to make money f.
