Elder Scrolls Online acting like it's running first time?

Alright, I run ESO on Steam.
My game was crashing like everyone not moving so as i was in steam overlay messaging a friend that I was crashing cause he was previewing the game before he buys it. and bam. Computer froze.
So, I start computer up and all my desktop icons are all rearranged and reset and I don't have autoarrange or anything on. so somethings going on with that. then once fixed that, I start up Elder Scrolls Online and now I am seeing steams CD Key for elder scrolls online as if I am running it the game for a first time or something.

any ideas what this is????

I also now run it and its having me accept terms again

This happened to me I think it was on the last update? I had to pick a server (NA or EU) and accept terms again.

I was becoming concerned, but once I got past that, my character screen and everything everything else started up as normal, so not sure what that was about..

Its happened to me several times.
I get irritated having to keep giving icons so i got Incons Shephard now.

It happens sometime when steam is restarted. Graphics settings are the same just you have to scroll through all the things and click agree. Then select your country again when you log in. Just the way things are. So your not alone in this.
Your game is fine. Nothing really to worry about.
