I believe that offhand enchant procs from abilities when mainhand enchant is on cooldown. Not sure tho. Anyway don't think thats true since OP said it didnt work for him.

I did a test with a dual wield / destro nightblade.
Destro was decisive with weapon damage enchantment, dual wield nirnhoned (main - shock damage glyph) and sharpened (offhand - oblivion damage).
- Casting WoE on the backbar did not trigger the weapon damage enchantment.
- When I switched to the front bar, only the main hand enchantment (shock) fired.
- When I switched the weapons (mainhand <-> offhand) on the front bar, only the oblivion enchant fired.
- When I switched the offhand sword to one with a crusher enchantment (decrease resistances), still only the main hand enchantment (shock) fired.
- When I then switched the weapons, only the berserker enchantment got applied.
- When two targets were in my WoE, the enchantment was always applied to the enemy closest to the casting point of WoE - i moved towards the other enemy after the cast, but it was always applied to the one closest to the casting point.
- When I do a light or heavy attack on the staff bar, the weapon damage enchantment fires.
- When I do a heavy attack on the dual wield bar, the attack will fire either the one or the other enchantment, but not both.
- When I light attack, the dw fires whatever enchantment is on the weapon that does the strike. There is no shared cooldown of damage procs (at least for shock / oblivion). So two consecutive light attacks can trigger first the shock, then the oblivion enchantment.
