Everyone's doing dailies for the event. Everyone wants to get them done ASAP so they can go do more. We all are.
But if you're in a delve and see 4 or so other players heading to the boss, could you be kind of enough to wait a bleeping second to let them get a hit in instead of immediately burning the boss down with your ulti and biggest dmg abiltiies and making anyone who was just a half-second slower than you wait for the boss to respawn?
Kthxbye

I was raised to be polite, so I do wait for others to get a couple of hits in. Regardless of the rudeness out there.

This.^^ You are a rare breed too, my friend. Just glance through this post for reinforcement of that point. The entitled calling courtesy entitlement is ironic. I'm with you, I'll hold up a minute to make sure someone doesn't get shut out in hopes they would do the same for me...they usually don't, but I'd rather be bigger than that.
I actually do slow down and wait for others to join in on the fight whenever I'm in a Delve or Public Dungeon, cause I know what it feels like to be one or two seconds too late to catch up and then having to wait the full respawn cooldown.
And I feel like I'm the only one who does.

Also, there's no harm in waiting 3 minutes for a boss to respawn. Respawn timers have been an issue in the past, but they've been fixed.

In general dvelves there is no reason to wait to kill boss, but I have been waiting for some time in group dungeons in Cyrodiil for some bosses to respawn again so the "old" group bosses still take some time to finish.
It is reasonable to wait in a group dungeon when you see other player nearby and you know it might take some time to get it to respawn again, so they can get it done.
OP: If you are in such dungeon, why not ask if there are some players around in zone chat that also wish to complete that boss with you and group up? That way you will trigger boss again faster when you kill the other bosses and for farming XP it is s more efficient way as gain loot and XP from all mobs.
