There´re two known occasions when weapon passives are disabled:
* First one is when going into your overload bar. So it won´t matter if you use an elegant axe, sword, dagger or mace. The Twin Blade and Blunt passive isn´t active in "overload-form"
* Second one is when transforming into werewolf. I assume this is due to balance reasons.

I sincerely hope they get smart and swap the damage between the heavy and light attacks on overload. Problem solved.
