    Probably not, loads of player in towns are more an memory and gpu issue
    Grinding just make you go in circles.

    With your 4 logical cores there isn't much optimization needed. While it's 1 thread in ESO that is always taxing the CPU to it's max single core potential, there are enough other threads to give 3 other logical cores something to do. It's not much, but add to it the background tasks running on your PC, and it'll look like what you show on your screenshot without any tweaks.

    Also, the windows task manager is very bad at tracking the CPU usage. Get Process Explorer to see the CPU usage of individual threads to make a picture of how ESO actually works.

    For example I have 16 logical cores, so 100/16=6.25% corresponds to 100% load on a single core. As you can see, there are 7 more threads spawned by the eso64.exe doing quite a bit of work (as well as a ton more that hardly do anything) that adds up to a bit more than 100% on a 2nd core, which in turn makes the 50% overall load on your 2/4 core CPU (depending on whether you have HT) look like exactly what I would expect.
