I just got my eso plus and none of the DLC quest like, dragon bone, or brother hood are free?
is it only for console?

Open up your map, if you can travel to Hew's Bane, or Gold Coast then you have the DLC Access. You don't actually buy it to have access.

Note, Morrowind is a Chapter so you have to buy that, even if you sub.

Also, check your inventory, you should see the Craft Bag
