Since the event started, I checked the announcement and it doesn't state this item in the list of reward items.
Can it be obtained from simply doing the first stage? Does it require a specific quest? Is it even obtainable this year?

✭I went through the quests on 11 characters last night. Most got an extra box for starting the quest for the first time. Out of all of the boxes, I got 3 of the DCT recipes. I think most people that have some time to do the quests will get every drop. ✭Actually I think I got more DCM throne recipes between yesterday and today than I got banners. Think I have 5 or 6 sitting around and all my non mule characters know it already. I'll hold on to them and give them to friends who can't get it I suppose.
The hard one for me to drop this time is the Jewels one. I've only seen it once yet.
Just do as many jester quests as you can with as many characters as possible and it should drop.2 -

They most definitely did not raise the chance to get them. However, I've noticed with ZOS RNG every once in a while the game decides that when it's going to give you something, it suddenly will give you a lot of it. The RNG is derpy that way.
Like for example, I have five characters on the EU server, and somehow managed to get four of those jester's pavilion blueprints on that one server all on the first day ... literally every character got the pavilion except for one. On the NA server, I got ONE pavilion, from 14 characters on Day 1.
