Healing Ward casting on to others mid duel

ok so title says it all but here is more info and a video
when we where in a duel me and a few buddys where just running around spamming skills when we noticed that one of there healing wards was going on both of us when it casts it was not cutting it by 50% either it was a full 13k or so like PVE values its not being level 3 because the other one in the duel was getting it and he is max cp on that toon

so we tryed some other skills barrier worked igneous sheilds did not
