Pirate Skeleton Monster Set Hinders Weapon Swapping

I have been running into a problem using this set as to when it proc's and while I am in skeleton form, I cannot weapon swap and cannot use particular skills. Crystal Blast in particular stops working.
This is happening on the NA server in PVP - Vivec, Cyrodill. On a Sorcerer.
