An idea to increase game difficulty (in some areas) and decrease staleness of the game.
Increase the difficulty of enemies the further they are from absolute popular zones like Wayrest and Vivec City.
The feel of this game is incredibly stale due to how easy the overworld is. Not to mention the absolute lack of new additions to weapon skill lines like Unarmed, 1H&Spell, and Bound Weapons (but that's a whole different issue).
Sure, there is difficult content in the game like world bosses and veteran content, but the non-veteran and non-world boss content is way too much of the same exact thing.
