What is Reaver Citadel?

In the northernmost part of Coldharbour, the Endless Stairs area has a place called the 'Reaver Citadel', which appears to be an Imperial city. According to notes found around the area, it was sucked up by a massive Daedric anchor at some point during the Planemeld, but the size of it makes it seem comparable to something like Cheydinhaal, which would make it a massive. Additionally, they talk about fleeing to Skingrad in the notes, making it even more likely this was a Cyrodiilic city. My main question is where could this city have come from?

Personally, I'm leaning Sutch, but wasn't that supposed to still be around when Tiber Septim started his conquests?

    It could possibly have come from Colovia/Colovian Highlands.

    If it was Bravil, it might make sense why the TES IV Bravil from Oblivion was such a dump.

    We know that the Hollow City was in fact the ancient city of Delodiil - this is detailed in ESO somewhere that I now fail to remember. During the fighters guild storyline, you investigate how the Mortuum Vivicus was created during a war between the people of Delodiil, who worshipped Meridia, and Abagarlas who worshipped Molag Bal.

    I suspect the Reaver citadel is the remains of Abagarlas.

    Not convinced by the Hollow City is Delodiil theory.

    The architecture is also all Imperial, not Ayleid.

    It was a city populated by both Ayleids AND Imperials though, and it was lost sometime around 1e500, judging by the fact Dynar was there just prior to his capture by Molag Bal.

    It could pretty easily have been considered an 'Ayleid' city that had been reconstructed during the Alessian reign.

    Do we? Because we know that both Delodiil and Abagarlas were Ayleid cities under kings Cenedelin and Anumaril, respectively. And we also know that the Hollow City was transported to Coldharbour in the time of Laloriaran Dynar - aptly named The Last King of the Ayleids (suggesting that the transportation of what is now known as the Hollow City took place only at the very end of Ayleid rule and no sooner).

    Of course, that doesn't say anything about the Reaver Citadel being Abagarlas. I doubt they're one and the same though, since Abagarlas can still be found in the Oblivion game (through an underground lake in Sideways Cave) about two centuries after ESO. Unless there are other shenanigans at play, it shouldn't be there during the Oblivion Crisis - if Abagarlas is in fact Reaver Citadel.

    A big thing to note is that it seems like the Reaver Citadel was picked up DURING the planemeld, so it probably couldn't be Abagarlas.

    Notes in the city talk about the residents seeing Dark Anchors falling, and many of them fleeing to the nearby Imperial city of Skingrad. There's also notes talking about the Fighters Guild within the city, which wasn't even formed until the Second Era.

    Don't forget that you actually visit Abagarlas as part of the Fighters Guild storyline.
