Best Frost Ultimate?

So I’m doing A MAG Warden Build with Frost Staff, but can’t decide what Frost Ultimate to run. Mostly doing Damage Dealer and Off-Tank.
Thinking of using Northern Storm/Permafrost, Destruction Ultimate, or Ice Comet, but I don’t know.
Which Ultimate would be best?

And before you comment... yes I know the whole Tri-Focus Ordeal and how to simply avoid it.

Use Northern Storm on your SnB bar for crowd control.

Use Ice Comet on your back bar for high damage hits. (My Ice Comet tool tip reads 22k initial damage)

I use Innate Axiom and Ysgramor. But I'll change it to Innate Axiom and Winterborn one day.

Take all 3.
- Tanking - Permafrost (assuming you don’t have/want Warhorn) If you do this, then take Ice Commet for slotting while you are in DPS set up.
- If you have War Horn though, take Northern Storm. Northern Storm is better than Ice Commet for the passive for having it slotted.
- As a DPS you will use Elemental Rage almost always.

You're gonna get a lot of different answers here. For example, my PvP magden is built strictly for max magicka and, thus, the largest shields and non-ulti damage I can get. Therefore Northern Storm is my choice. When you hit 50K+ magicka in CP PvP, something magical happens, namely shields start working well, like on a sorc. I feel that I can run with sets that purely give me stats, e.g. Shacklebreaker / Necropotence / 1x Domihaus, whereas for characters that have less magicka I typically prefer at least one damage mitigation set, such as Wizard's Riposte.

Elemental Rage, it does more damage than Eye of the Storm. Plus as a Warden you already have Pemafroast / Northern Storm which tracks on you like Eye, which is worth while in PvP only

Best for what?

And before you say DD + off tank:

CP PvP, no CP PvP, Battlegrounds, Cyrodiil, Imperial City, small-scale PvP, large-scale (zerg) PvP, overland content, normal dungeons, non-DLC vet dungeons, normal / vet DLC dungeons, vMA, DSA, trials?

Not sure i would ever take permafrost over northern storm. The cc just isn't necessary with gripping shards and frost blockade.

- Permafrost if you tank. Only reason. Really only in PvP also.
- Northern Storm if you DPS. Its better than Ice Comet for the passive for having it slotted.
- Elemental Rage. Highest DPS of any of them. Plus you already have an AoE center on you in Northern/Permafrost
- IF you take Permafrost, then take Ice Comet for the passives

Only use Permafrost when tanking. Either PvP or when war Horn isn't being utilized.
Elemental Rage for all DPS situation if more than one enemy
Ice Comet only for single target DPS situation.
If yer take Northern Storm you don't need Ice Comit at all.
