What eventually worked for me:
Log into the forums, in Chrome my default browser.
Click the Zenimax link at the bottom of the page.
Sign back into the game and choose the digital upgrade again.
This time the process worked.
Note: My Account was originally purchased though Zeni prior to the game being on Steam/other.
