Short Answer: Yes.

Long Answer: Also Yes.

In fact, it's viable for all but leaderboard pushing to have a character that can tank, dps, or heal with the swap of gear sets and slotted abilities. You wont be the absolute best at any of those three roles, but you'll be viable enough for 99% of content.
