So what is the best Destuction Staff Ability in general?

Clouse the White Warden - Breton AD MAG Warden
Jaro the Wild Changeling - Bosmer AD STAM Warden

    Odd question without context.

    Force Pulse for single target dps (with some splash)

    Crushing Shock for damage = ranged interrupt.

    Elemental Blockade for AoE DoT

    Clench for Single target + DoT (morph of choice for damage vs range, PvP vs PvE)

    Ele Drain for resource return.

    But the Ult is the answer to your question, if we're including ults?
    Just because you don't like the way something is doesn't necessarily make it wrong...

    Probably has checkbox on Customer Service profile that say High Aggro, 99% immunity to BS

    Ele Drain. 0 cost, 5280 breach, and 300 mag returned per second.

    Has equal importance in both PVP/PVE.

    Elemental Drain and Elemental Blockade are the only two skills I consistently pickup for every character that uses a destruction staff.

    Crushing shock for pvp. An instant ranged interrupt is invaluable for me. Preventing the enemy from resurrecting, sniping, executing with beam and much more. Couldnt ask for a better spammable for my sorcerer.

    Depends on what you're doing.

    As a PvE player, Elemental Blockade is my choice. It works on healers, it works on tanks, it works on DPS, all for different reasons, and it does its job(s) very well. Healers run lightning backbar so elemental blockade procs concussed/offbalance. Tanks run any (pref frost or lightning) backbar so elemental blockade can be used to ensure 100% uptime on a mainhand crusher enchant. DPS run fire or lightning backbar for pure damage output. It's probably one of the most all-around useful abilities in the game.

    Obviously for PvP, elemental blockade isnt nearly as useful. There it'd probably be destructive clench/reach or crushing shock.

    Almost every magicka character should cast Elemental Blockade upon cooldown in almost every situation. So I think that's the real answer to what you were trying to ask.

    Not necessarily true. My warden leveled up with 1h/shield + frost staff and is still kicking arse. Solo'd a lot of the world bosses, and those that couldnt be solo'd I tanked for others. The character still tanks at endgame.

    Doesnt necessarily have to deal mad damage to be a powerful character.

    best is situational.
    Elemental rage is hard hitting huge aoe ulti. very useful but not aleays best (eg. if running MasterArcitect on Nightblade)
    Crushing shock has high utility value and is necessary to some tactics in vet trials.
    Elemental blockade is a must habe ability for every magDD
    Eledrain is must have id group has even 1 magDD. either the dd is using it or healer.
    Clench has nice damage and reliable stun/knockback to cc enemies.
    Impulse is actually the only bad one. It's impossible to sustain and doesnt hit hard enougj.
