    The Altmer have several factions.
You can be Thalmor, the military and civil police arm of the Dominion.
You can be an soldier or officer in the army through participation in the Alliance War.
You can be an Eye of the Queen, a member of Ayrenn's secret service.
    You can be a Psijic.

On the bad guy's side, you can be a member of the Veiled Heritance, an Altmer racial supremacist group devoted to overthrowing Ayrenn and dissolving the Dominion.

The canon status of it is iffy being cut content, but you might find this of interest.

For some reason I like the original name of Aryenn and Im tempted to refer to her as that from now on. Would be extremely confusing for everyone else.

I think the lore is that, the Altmer are ruled by a High Queen aka Aryenn, who rules the whole of summerset and the dominion.

But the high elves have smaller king/queen-doms that rule over cities (and land around it) in the isles.

Then there is noble houses tied to each of those smaller King or Queens.Called Kinlords/ladies The Altmer however are not too divided like the houses of the dark elves, giving them a more unified appearance. As they all answer to the high throne.

There's probably also a number of divisions among the mages. Vanus Galerion and Mannimarco have already splintered off of the Psijic Order they started with, and there are probably several other factions arising. These become the "syndicates of wizards" mentioned in Oblivion, and one of those will operate under the Thalmor name in Skyrim. Their differences will include the legitimacy of necromancy (e.g Worm Cult), whether the magical arts should be for everyone, etc. Those appear to be simple binary decisions, but there's probably a whole lot of shades of grey.

The Thalmor of 4th Era TES V: Skyrim are a fringe group who rose to power after they made some success in combating the Oblivion Crisis, which hit the Altmer hard and resulted in the toppling of Crystal-Like-Law. The Thalmor claimed to have ended the Crisis and thus quickly established themselves as a power and proceeded to take over, assassinating Potentate Ocato who'd been holding Cyrodiil together and overthrowing the Altmer royal family
