Heavy attack not restoring magicka.

I'm having an issue with heavy attacks not restoring any magicka using melee weapons. I tried using a staff and do get the heavy attack return of magicka. Is anyone else experiencing this problem?

It says exactly what it is supposed to. It increases amount restored.

This is as intended. Stam weapons restore stamina and magic weapons (staves only) restore magicka. The Tenacity perk is a percentage increase to whatever you're getting back. If you're getting 0 back, then a percentage increase to 0 is still zero. Nothing is broken here.

Why would a sword restore magicka? Or a staff stamina? I'm afraid you're in the wrong here, support told you how tenacity works but as someone said 15% on 0% is still 0%.

You probably misunderstood 'are not weapon specific', which means that it doesn't matter what weapon you use, the passive will work.

If you want to restore magicka from non staves, you will have to use the Archmage set.
