Templar passive Balanced Warrior not giving full spell resistance

According to the tooltip, it should be giving 2640 Spell Resistance.
Instead it's only giving 2000. This can be confirmed with both all gear taken off and with all gear on.
No gear or weapons:
To determine the bug is still present with everything equipped, I added up my armor values, the Balanced Warrior tooltip and my bonus from Heavy Armor's Resolve (since I have two pieces heavy, chest and legs).
1823+2676+781+1823+2341+1042+1823+724+2640=15,673
So I should be getting 15,673 Spell Resistance. Instead, I'm getting 15,033.
My character is a Redguard and my friend who pointed this bug out to me is Imperial. Max CP.
