I believe Relentless Focus the same thing, probably the spell crit for spectral bow too, I almost never get a crit on stam.

so it is using the weapon crit chance but not the weapon crit hit damage from cp, as you can see.

Edit: leeching strikes heal goes off of weapon crit.
