Maelstrom Dual Wield and Poison Arrow

While dps testing, I noticed that the Maelstrom Dual Wield weapon set bonus does not affect the damage of my poison arrow. It will increase trap beast, low slash, and even destructive touch. Why would a bow dot be any different?
