✭✭It will only be available for an ebonheart pact character, would be my guess, considering it used to drop only for EP characters from Cyrodiil and IC chests.

only EP characters can get into EP base in IP and I've already looked0 -

✭✭✭✭That tooltip is currently inaccurate, as far as I'm aware. Alliance motifs drop only from chests in Cyrodiil or IC. It is the style material that is purchasable from vendors for Tel Var or AP.
Unless ZOS plans to change the availability of the motifs, the tooltip should be corrected.0
