If I recall correctly, the same thing happens when all of the slots in a character's Bags are occupied. (It also happens when all of the slots in the Bank account are filled.) <- note the parentheses.
When all slots are filled, then the character must:Of course, it is best to anticipate this and always keep at least one or two slots unused in the Bags (and in the Bank). If it happens that all the slots in both the Bags and the Bank are filled, then we will have to discard (destroy) an item or stack from the Bags, so that we can empty space in the Bank to stack any more items in it.
- deposit an item or stack into the Bank to make space in the Bags (or withdraw an item or stack from the Bank to make space in the Bank);
- add an item which already exists in the Bank and in the Bags to the Bags (or add one which already exists in the Bags and the Bank to the Bank);
- press "Y" to stack all items in the Bags in order to free-up the space, (or to stack all items in the Bank); then
- withdraw the new stack from the Bank (or deposit the new stack into the Bank).
As far as I know, adding an item to a stack of the same item in the Bank after all Bank spaces are filled is an old issue that has never been addressed. After all Bag spaces are filled, a character can continue to loot or otherwise obtain an item -- e.g., by detaching it from an e-mail message -- that already exists in the Bags, unless and until only stacks of it which are at maximum size are present. Also note that a few items cannot be combined into a stack, usually because the character is permitted to have only one of those items in the Bags at any given time.
Since programmers prefer to copy existing source code that has been written for a procedure instead of writing more of the same, any vagaries of using the Bank for storage have probably been carried over to using Chests and Coffers in Homesteads.
For a while, over a month ago, some items would not stack with the same existing item (or a stack of them), when an individual item or a stack of it was added to the character's Bags. They also would not be combined with an existing stack when the player pressed "Y" on the Inventory (Bags) UI. However, I have not encountered that problem with those items for quite a while, so I suppose that ZOS corrected the "bug".
