Fence reset vs daily quests reset

Okay, I probably spend too much of my game-life time thieving (disclaimer). But for the life of me, I can't understand why the fence resets at a different time than daily quests. Personally, I wish everything reset at the same time each day so that I could play and have one time per day to finish all of my shenanigans and do-goodery. Am I alone here?
