Since the v3.3.8 update, latency & FOV issues

My latency is 2x what it usually is... normally i'm at 80-90ms but this week it has been steady at around 200ms. Secondly, my FOV field-of-view is different every time I log in. I have it set to 130deg and this has not changed... but what I am actually seeing is anywhere from 100 to 130. Logging, zoning, reloading UI, entering/leaving an instance... every time I load into the zone after one of these actions, my FOV is different and often closer to 100 degrees than my preferred 130. Hopefully a future patch/hotfix will clear this up. It is completely random but happens often, just since the March 5 patch. From update 17 to v3.3.8 FOV was working as intended.
