Whenever i look up builds they tend to be focused on group pve play. For example none of them show things like vigor on stamina classes because the assumption is you have a healer.
also they expect that certain debuffs on mobs are depended on other people in the group

You can look for vMA builds since it is the only moderately challenging PvE solo content there is.

Part of the reason why major content creator builds don't include more solo skills is because there is the assumption that people will add or remove skills as needed to adjust to their playstyle. You can use the framework of a build, but still swap out a skill or two in order to slot something that heals or gives you more defense so you personally can have an easier time completing content.
Especially regarding the current idea of stacking as many DoTs as possible, you can definitely remove one (such as Rearming Trap or Caltrops) if you want to slot in a heal skill like Vigor in its place. Your DPS won't be super top of the line, but you don't need that in solo play or general PVE where DPS minimums aren't required by the game content itself.

Now, since you're probably going to still want to take a look at some builds, I'd say you might have some luck utilizing https://dottzgaming.com/. Dottz follows the typical format of hosting several kinds of builds for each class, but the write ups seem to be a little more realistic for the solo or small group player. There are also some nice guides for different mechanics, types of beginner sets, dungeons, etc. that might also help you get a better handle on how to survive content a little easier.

Echoing the previous comment. I usually start by looking at an Alcast build, then change up some of the skills and rotation to fit the content I am doing. E.g. shields and self-heals for solo play.

At the end of the day, there are not that many good combinations for each class.

The thing is though that if by "solo play" you mean overland content and quests, you don't need any special/specific build to do that.

Overland content is the one area where you really don't have to give a rat's bum about your rotation/build as it is just so easy. If you're looking to killing overland mobs as efficiently as possible, any group-oriented build would be enough to do that. Slot in a few extra AoE skills and you'll be able to gather them up and mow them down.

As said before, the closest thing you'll get to a "solo build" is a vMA build, but a lot of the survivability in the vMA builds will be wasted in overland content as there is simply a night and day difference between the two.

vMA is the only end game solo content in ESO ... for which there are published online builds.

All other solo content is not considered end game. Therefore, you can wear pretty much whatever you want.

Ultimately, you're lookin for self-sufficiient builds.... Looking at PvP builds could be a good place to start as long as you knows to switch out impen and maybe drop some of th burst abilities in favour of dps/aoe.

That's basically been my approach. Looking at the deltia or alcast DPS builds:
-adding 1 or 2 things for survivability
-trying to fit in heavy chest, head or legs if possible
-maybe having an armor swap with a couple more health enchants
-gear swap for a more penetration than I need in group

Now I'm not a super-vet, just like 4 lvl 50s and 300ish CP, but that approach has made all of them able to solo lots of public dungeons, etc. in mostly purple non-trials gear.

I just like to putter around. My latest job i am working on is a Warden tank that can do some damage to solo overland bosses. Just trying to figure out what armor to use.
