Fatal Error 11

This morning I had to restore my Windows 10 System. System restored successfully. Everything works except ESO. When I opened the Launcher to play I got the Error 11. I tried everything in the support article for this error with no positive results. I finally uninstalled the game, downloaded another and trying to reinstall. The installer seems to be stalled at about 90% updating process. Anyone have any suggestions for me at this point. I really do not want to stop playing the game and give up my prime membership. Help please!
